Shire defends roadside clean up delay

An investigation by a parliamentary watchdog says the South Australian Government has not adequately addressed the delay in its crackdown on roadside litter.

The Senate inquiry into roadside litter on South Australia's roads was launched this week with a $90,000 grant from the Federal Government in part to cover the cost of collecting and examining roadside litter in six communities.

But the inquiry has yet to meet any deadline to report on the findings of its ongoing work.

It said the State Government had allocated $120,000 of the grant to meet the December 2013 deadline for clearing and sorting roadside litter and $50,000 of that was to be spent on a waste management program.

The inquiry also revealed the State Government had allocated a second $80,000 grant to remove and dispose of the roadside rubbish, despite a review finding the project was expensive, time-consuming and was not performing as intended.

It revealed the grant had not been approved by the Ministry of Public Works in July 2015.

The inquiry called for an immediate review of all grants from the State and said a failure to do so had created "a serious question mark" over how many additional grants had been awarded.

Its report is yet to be tabled in Parliament.

An inquiry into road conditions on the Sunshine Coast was released on Friday, after six days of negotiations with the State Government.

The State's Environment and Heritage Minister John Rau said the process was "quite complicated and involved" but he was optimistic and welcomed the review results.

"They've been working towards what needs to be done and we're really pleased that it's finally getting to a point where we can actually get to work and actually bring it back in the right way," he said.

"It takes an exceptional number of people into this and we're going to continue to work with them."

'Totally unacceptable'

Environment spokeswoman Jenny Mackinnon said the findings of the inquiry and the funding allocated to clean up the State's rubbish were yet another "clear indication that we haven't got a proper strategy, which is really concerning".

Ms Mackinnon said that for the next six months any money the Government would be required to spend on road clean ups would still need to be approved by the Federal Parliament.

"Totally unacceptable," she said.

"I think the government needs to really take a leadership role... because, unfortunately in the last couple of years we've seen the State continue to lose funding that it needs to deliver... they're just trying to find every last drop of money they can from the government coffers."
